Already giving up their sovereignty they are also willing to give up their freedom at no cost.
"we'll wait upon you". {2.2.286} Rosencrantz and Guildenstern are saying that they are willing to do anything for Hamlet without question. Now that Rosencrantz and Guildenstern are around their old pal they fall under the pressure of Hamlets interigational friendship. Manipulating thier minds Rosencrantz and Guildenstern now want to quit working for the king and work for Hamlet. Hearing that, Hamlet doesn't want Rosencrantz nor Guildenstern to work for him he just wants them to be friends with him. Not wanting to disobey the King and Queens orders they don't tell them that they quit they just hang around with Hamlet then may report irrelevent matters
